gimp
gimp is the "GNU image manipulation program" (which is a doubly recursive acronym for you geeks out there). It offers a host of features such as layers, extensive control over color, paths, and so on. It's available for Linux, Mac, and Windows. There's a modification of it called gimpshop for those of you who need a keystroke-equivalent replacement.
